Ofsted - Review of Sexual Abuse in Schools/Colleges

This was a rapid review of sexual abuse, including peer-on-peer sexual harassment, sexual violence and online abuse in schools and colleges in England and was carried out by Ofsted, at the request the government.
The review included visits to 32 schools and colleges in April and May 2021, during which the views of over 900 children and young people were gathered. It also visited independent and state-funded schools including two state-funded primary schools.
Ofsted spoke to leaders, teachers, governors, local safeguarding partners (LSPs), parents and stakeholders. The review included a literature review and analysis of 2,030 testimonies publicly available on the Everyone’s Invited website. Follow the below to to read a summary of the findings.

The Philomena Protocol - Missing from Care

The Philomena Protocol, named after the patron saint of babies, infants and youths was the first of its kind in the country after being introduced by Durham Constabulary in January 2019. It has since been rolled out across a number of other Police forces nationally.
Building on the success and learning from the Herbert Protocol (an initiative to support adults who are at risk of going missing), the Philomena Protocol is focused around children in care and has consistently been used in the 48 children’s homes across the force area. It has been hugely successful in both reducing the numbers of children who go missing from children's homes and their earlier return.

Working alongside partner agencies, it encourages carers, staff, families and friends to compile useful information which could be used in the event of a young person going missing from care.
The streamlined approach protects vulnerable young people whilst respecting and understanding their need for independence.
The protocol is for young people who are at risk of going missing and it’s designed so the carer or whoever has responsibility for that young person has all the key information at their fingertips to not only ascertain that the young person is missing from home but also work with the police to locate that young person successfully.
Part of the problem solving is involving the young person, listening to them, and as part of the protocol, the carer will ask the young person what can be done to stop them going missing.
Children in care have some real complex issues and are really vulnerable so it’s really important to try to prevent them going missing because every time they do, they could be at risk of harm such as child exploitation, modern day slavery and county lines.

Independent Review of Children's Social Care

NSPCC Learning has published a CASPAR briefing summarising key findings from the Independent review of children’s social care in England's initial report. The briefing focuses on key findings from The 'Case for Change' report organised under the following themes: helping families; the child protection system; the care system; and addressing issues in the system. June is Gypsy Roma Traveller Month

Gypsy, Roma and Traveller History Month helps to tackle prejudice, challenge myths and to amplify the voices of Gypsies, Roma and Travellers in wider society. Follow the below link for information to raise awareness on this subject.

DSCP Practitioner Survey - open until 27 August

The Practitioner Survey will be available for all who work in safeguarding or with safeguarding practitioners in County Durham.
It is intended to be wide ranging with engagement from as many agencies, services, departments and practitioners working with children and families in County Durham.
The survey seeks your responses regarding several areas of interest, such as partnership working, thresholds, referrals etc. All of the responses will be collated and considered as part of improvement plans across the DSCP.
It will be open from Tuesday 1st June 2021 and will close on Thursday 27th August 2021 and should take no more than 15 minutes to complete - it will help us all to improve, so please find the time.

As mentioned in the previous bulletin the DSCP Training Offer is moving towards the coordination and commissioning of our multi-agency training as opposed to delivery. There are some really exciting events on the way around Child Sexual Abuse/Harm and Child Exploitation. Keep an eye out for upcoming circulations, but in the meantime here's what's available.
